In order to enter the European Inland Waterway system, all skippers are required to hold as a minimum the International Certificate of Competency (ICC) together with the CEVNI endorsement. This requirement has been known to be applied rigorously in France, Belgium and Holland. CEVNI stands for Code Européen des Voies de la Navigation Intérieure, which loosely means the Rules, or collision regulations, for the European Inland Waterways. These rules form the basis for the national rules that are applied on the inland waterways of mainland Europe such as the BPRs (Binnenvaart Politie Relement) in Holland. The rules cover all aspects of passage, navigation, buoyage and signage employed on mainland European waterways. Anyone requiring an ICC with an inland endorsement must pass the CEVNI test at a RYA Recognised Teaching Establishment. It is a theory test that requires a working knowledge of the subject. It is presented in a multiple choice format and there are fourteen questions. There is no course associated with the test, but The RYA Book of Euroregs for Inland Waterways by Marion Martin (publisher Adlard Coles Nautical, retail £5.99) provides sufficient background knowledge. The book is available from the RYA Despatch Department (023 8062 7412) (a charge for postage will be made) or from any good chandlers. RYA personal members can exchange their vouchers for the book if they buy it from the RYA. A copy of the European waterways regulations must be kept on board, especially in France. Strictly speaking the copy must be in the native language, but the RYA report that the French authorities have agreed that the Euroregs publication meets this requirement.
